Active window not displaying on desktop

I have had a intermittent problem with Windows XP in that
the window in the foreground does not always come to the
front to be displayed. When I click on it it actually
minimises to the taskbar and I have to click on it again
to maximise it. The active window seems to get hidden by
the previous window. Has anybody experienced this before
or more importantly suggest a fix?

I think it depends on the application.
Some applications force their windows to be
'always on top' , so other will always be behind.
