There is no practical limit unless you are the government of
China or some such.
AD was designed for "in excess of 10 million objects" --
which doesn't necessarily mean 10 million users but users
are the vast majority of objects in most domains.
Production domains in the range or 5-15 million exist and
worked under Win2000. Win2003 is somewhat better
at replication which is usually the main issue for "giant"
domains.
Test domains up to (and probably exceeding) 100 Million
have been demonstrated under Win2000 even.
A user account is roughly 4K (about 3.5 usually) so 100 Million
users is about 400 Gigabytes and at this point the disk space
may be more of an issue than the database itself.
RAID 5 hardware and such can get you this far.
