Active Directory Performance

This depends on your server hardware and network bandwidth limitations. 3
million users is not in itself a problem for Active Directory so long as
your hardware is meaty enough.
 
The only thing I'd worry about would be replication. If you've got poor
links, you may need to tweak your replication topology to suit your needs,
and make tings more efficient.

It can be done by deploying other domains in the forest. The first
replication may be hard, if its Windows Server 2003, he can take use of
Install Replica from Media feature.
 
I mean that in a scenario whereby the ntds.dit and SYSVOL folders are huge,
it may be beneficial to override some of the KCC generated connection
objects, manually define bridgeheads, create transitive links across
reliable sites, etc.

It'll also be a good idea to tighten down the allowed replication intervals,
to maximise bandwidth allocation and usage. E.g., you may only wish to
allow replication across slow links out of hours.
