the Help File key word: kbenv KB165475 i think may also apply to XP right now im having troubles with it and its almost identical to the problums in this help page

i cant not sign into msn at this time for some strange odd reaso
nor can i customize the wallpaper of my desktop... it remains a solid Black color

sound familure to anyone???

or does anyone have a tip besides the obvious reboot ur computer..?

it all started after i had to do a system RESTORE (not recovery) i had some errors and i had to go and find like 5 .FO_ files it was realy wierd and so here i stand... PLEASE HELP Dont Ignore Me if u got a tip or an answer
 
Did you follow the advice given? Is the Web folder in place?
(C:\Windows\Web). Is your Internet Explorer folder in place? (It is a
hidden folder, change your settings via Folder Options to view).

Have you tried to reinstall IE? To do so:

Enable Reinstallation of Internet Explorer or OE (Line 114)

Then: Go to Start/Run, and type :
"rundll32.exe setupapi,InstallHinfSection DefaultInstall 132
%windir%\inf\ie.inf"
