Activation Access Denied Error?

I am receiving a Activation has already been reset the maximum number of
times for this installation, Your activation time will not be cleared. This
is with RIS, I'm attempting to copy an image to the server and I get this
error? Anyone help with this?

Call RIS and purchase more activations.
