Is ACPI Bios required to boot XP embedded image ( imgae built on a non-ACPI system)

Only if you included ACPI HAL component in your image.

Not sure I understood this part. Do you mean your dev.machine is not APCI
compliant system?
It does not really matter what're the characteristics of your dev.machine
for the target XPe image you build there.

If you are saying that you have not included ACPI HAL component, then even
with Standard PC HAL your image may work on ACPI target machine.
