NTFS stores an ACL, which contains a list of all user accounts and groups
that have been granted access to the file or folder, but how the hell the ACL
list file is prtected and wher eis listed whocan change this one?

Nikola,

The ACLs are protected by other ACLs. Who can change any ACLs is controlled
that way. Default ultimate authority is to the local administrator of the
computer, though this can be changed. Physical access is an important factor
too.
