Acessing Personal Data from old Hard Drive

I had a hard drive get corrupt to the point where Windows XP Pro would not even reboot. I installed a new drive and would like to transfer over some of the personal files from the old drive like documents, etc., But I am running into security issues, access denied, etc. I have even tried to move the files at the console level, but was denied

How do I get at my personal data

Please advise
