Account won't delete

Ok, this is actually more like two questions in one...
See, on the account I would like to remove, the taskbar
isn't working, and so it is near impossible to navigate
between windows and such since I can't see them listed
across the taskbar. If I can get it working, I won't
need to delete the account.
Now, since the other accounts on the computer work, I was
going to just delete the faulty one and recreate it, and
(in theory) the taskbar would work again. But when I try
to remove the account, I can't. I get the option to keep
the files or remove them, I pick keep, and then on the
next screen, I click Delete account and then the User
manager window stops responding, and then I can hear the
hard drive begin working. I've tried leaving it running
for prolonged periods of time, but it didn't change. I
also tried choosing to remove files but that didn't work
either...
Any help about either problem would be GREATLY

How much troubleshooting have you already done on the Taskbar problem? Any?

While Logged into the flakey Account, try this:
1) Right-Click START, then click Properties
2) Select the Taskbar tab, then try selecting every option (but *not* "Lock
the Taskbar" - Uncheck that one).
3) Then click Customize, and then click Restore Defaults
4) Exit out.

Does it behave normally now? If so, repeat the procedure, but uncheck those
options you do not want.

If not, repost, but include some information about the behavior of it.
