Account Default/Trying to set up Fax/Modem

I use Outlook Express, I want to set up faxing services on my PC. When I try
to add the windows faxing services it tell me to set Outlook as my default
email account.
I have Outlook Express set up with local folders and my mail is retrieved
from a hotmail account setup in Outlook Express. I look at this hotmail
email account and it is set as my default account.
If I click on the Outlook Express top Folders icon it is "not" checked as
the default account, but is grayed out and I cannot select this option.
I have tried Tools, Options, General and it does say this is the default
account.
Can anyone tell me what I am missing??
I am currently running WinXP.
Is it that I am using Outlook "Express"?
I want to use my modem to do faxing, I have set the modem for faxing before
using Win98 and faxed directly through Word,
this is what I want to do now.
