I accidently deleted my icon and to make it worse clear my
recycle bin. I have check the helps and the only thing I
am able to do is create a short cut.

How do I create a active icon for my desk top for internet
explorer?

From IE menu, click on Tools | Internet Options | Advanced [tab]. Under Browsing, scroll down to "Show Internet Explorer on the desktop", select it (check with mouse cursor), click on the Apply then OK buttons.

Windows version?
For WinXP, right click a blank spot on the desktop and choose Properties.
Click Customize Desktop on the desktop tab.
