I reinstalled XP when I rebuilt my system using a
barebones. I have a folder that contains encrypted files,
which I have been unable to access since reinstalling XP.
I was able to click "decrypt" for the folder itself, but
when trying to decrypt the files I get an error "Access
Denied". I am logged on as administrator. Any
suggestions?

Are you sure it is not an Ownership issue:

If the files are encrypted.
If you did not back-up the encryption key or the Recovery Agent and
are not on a domain, the files are as good as gone.
This must be accomplished while you have access to the files.
If you have not already done so, it is now to late.

If you can restore the original profile (not recreate) you may be able
to recover the data.
Recreating profiles and passwords is irrelevant.
Contact Microsoft if you can restore the profile.

EFS is very good at what it does and there is no back door.
Read and understand these links before using EFS to keep from
permanently losing your data:

I suggest you make sure you know what you are doing before making
possibly permanent changes to your files.

If it were easy to crack the encryption, the encryption would be
worthless. A anyone could just go to the net and get somethng to crack it
with. DUH!
