If you have a "F Lock" key, hit it before hitting F8.

The most common one is DEL. But there is often a message about 'Hit
whatever to enter Setup'; also if you hit several keys at once (thus
making a keyboard error) it will usually tell you

Yes there is. the operating system has nothing to do
with the BIOS thought, because you can only access it
before the operating system starts. it would help if you
posted what brand your computer was. When u start your
computer and you see:
a>the logo of the company who made your computer
b>setup loading blah blah blah
On some older computers it may tell you which button to
press but on most of the newer ones it wont. you need to
try pressing the del key or one of the f keys to access it

Um, no there isn't. BIOS access comes before the system starts
loading the OS. You stated that starting in your second sentence, but
your first sentence states you CAN access/edit BIOS settings from
inside XP, which is a falsehood.

I think you've posted a message like this before. I've NEVER seen a
keyboard with an "F Lock" key. What kind of keyboard are you using?
