Accessing a file based website from a emulated PocketPC IE app in VS2005

Any ideas on how I can access a file based website from an emulator
running PocketPC and pocket IE?

As a follow on, do we need to have ActiveSync loaded on the PC in order
to provide internet access to the Pocket IE?
