I am unable to access or recover e-mail from the 'Inbox'
of Outlook Express. I am able to send e-mails.

Error message reads - An unknown error has occurred.
Account 'pop3.visp.co.nz Server pop3.visp.co.nz
Protocol POP3. Port 110. Secure (SSL) No error number
Ox800coi3E

All tests show I have not had a virus hit.
 
That looks like a server. Check with your ISP to be sure they aren't having
problems.
