Access2003 locks when another process is started windowsXP

When running a read/write validating process in access2003 the user starts
another program(excel,word,outlook, etc..). this allows the user to use the
new program, however it locks up Access2003 and only deleting the process
with the task manager allows a return to Access2003. This only happens in
windowsXP. The same scenario does not cause any problems in windows2000proSP4
or win98SE.
Are there any solutions to this problem?
 
How does the user start another program? Did you provide code for this ...
if so, please post it. If not, please let us know exactly how the user is
starting the programs.
