Access to Protected Folder

I installed SP2 and the computer crashed. After reinstalling XP I no longer
have access to the folder that was created in the previous installation (and
was protected by the user login). Is there any way to UNENCRIPT the folder
to access it's contents?

In XP Home you have to boot in safe mode to get the security tab.
