I am a new user who is attempting to create a small database that I would like to share with other users who do not have access. I am using Access 2003. How do I get started?
 
You can purchase Visual Studio Tools for Office 2003 (which includes the
Access 2003 Developer Extensions). The ADE is the product that gives you the
license to deploy the 2003 runtime components.

As the developer, you will have to have Access 2003 installed in order to
install the ADE, but it sounds as though you already have that.
