Access/Permission denied FOREVER

I have tried everything at this point there are icons stuck on the desktop of
my computer that says access is denied or permission is denited and it cannot
completed the desired application (moving, deleteing, opening... everything)
Please help, we went in and changed accessability through the main user,
everything any ideas please help, its urgent!!!!

I bet the NTFS permissons are set wrong.
