Access Issues

I have a computer running 2K Pro. The user that the
system was built for has left the company. I put a new
user on the system, added him to the Power User group and
changed the name of the computer. The problem is
everytime he tries to access ANYTHING that has to do with
explorer.exe I get a Runtime error. If I upgrade him to
administrator everything works fine. I currently have all
of the latest service packs installed. Everything worked
fine for the original user who was also a Power User. Any
help here would be greatly appreciated.
