You need to take ownership of the files and folders. Please refer to
the online help and the MSKB to learn how to take ownership.

See Help and Support and search for "take ownership"

HOW TO: Take Ownership of a File or Folder in Windows XP
http://support.microsoft.com/?id=308421

For the programs, you'll have to reinstall them.

Additionally, see www.dougknox.com, Win XP Tips, How to do a "Repair Installation"
