Access Denied

When I try to connect to another computer on my network, i get the error
message :"This computer is not accessible you might not have permission to
use this network resource. Contact the administrator of this server to find
out if you have access permissions." Where do i set access permissions???

I really need this sorting anyone have any Help for me?
