access denied

I get a message in Active Directory Replication monitor saying that Replication Failure: The reason is: Access is denied. Lets say that this is monitoring on server1. My confusion is that is this saying server1 is denying server2 or server2 denying server1? How do you resolve this issue? Thank you for your advise.

AD Replication is based on incoming connection objects. What this means is
that Server1 has a connection object and receives from Server2 while Server2
has a connection object and receives from Server1.

I would take a look at the following MSKB Article:

There is a lot of information in there. You will also need to install the
Support Tools to use some of the tools listed in there. The Support Tools
can be located on the WIN2000 Server CD and on the WIN2000 Service Pack CD
in the Support | Tools folder. I would opt for the Service Pack CD if
available.
