access denied to all programs

After logging on a couple of days ago I could not access any programs. A pop
up said I did not have access. Started in safe mode and restored. Then I
could access but when I turned the compute off the problem came back. I have
since formatted the drive and reinstalled from the operating disc with my
computer. Have done 4 times and the problem comes back every time after
shutting down. Any suggestions
