Access denied error

When I click on the start menu and highlight programs and right click it and
select open I get a access denied error messsage. I am logged on as admin.
Anyone know why this is happening? Same happens in safe mode logged on as
administrator.

Don't know if it would've helped...I formated c: and reinstalled :) Thanks
for your reply anyway.
