Access denied Control Panel>User Accounts

I have a problem on one of my computers. I dont know what the cause is...
most likely though some virus/spyware thing.

I can't access User Accounts from control panel (is there anyotherway?) and
not even in safe mode. The window closes as soon as it opens up.

The problem only recently occured after installing kaspersky av which
doesn't make anysense to me because I have rebooted a couple of times before
installing without some of the problems I'm having now.

My msconfig startup is pretty clean too, only 2 options checked and I know
what they are.
The main problem I'm having besides this is that my computer is loading
rediculously slow. programs like web browsers and even the control panel or
email are taking way too long to load.

I was hoping to try and create a new user and see if problems existed, but I
can't open control panel to change the way users login to test that (i've
only tried using admin in safe mode) not regular.

Any help greatly appreciated.

I was able to login to admin account via safe mode (logging out from regular
user and changing to admin) and then I disabled the autologin from tweakui.

Now, when I boot up, I choose the username as you normally would do but it
wont login anymore. The screen just hangs and its blank except for the
desktop background color which is blue.

I'm desperate!
 
I was able to login but it took a few minutes.

I'm scanning for viruses in safe mode now.
