Access Denied Changing Windows Password

We have several users who cannot change their password
when the password expires, telling them "Access is
Denied." All are running Windows XP. It ahs been
verified that the new password meets password restrictions
(length and complexity). Does anyone know of any fix for
this, other than the "workaround" to change
the "restrictanonymous" setting in the registry under
HKLM\System\CurrentControlSet\Lsa, which causes a security
issue?
 
To work around this behavior, log on to the computer by using an account
that has Administrator privileges.

Thanks for the reply.

The users having this problem are already administrators
on their workstations.

I would appreciate any other thoughts.
