Access Denied and no Security tab

I have a problem with a pdf file in a user's Home folder. The user uses
WinXP-SP2 and the file is stored on a Windows 2000 Server.

I can't access this pdf file, delete it or rename it, either as the user or
an administrator. If I log on to the server locally with an admin account I
also cannot access it. If I right click the file to get its Properties I
only see two tabs - General and PDF.

Does anyone know how I can gain access to this file. It is in a folder that
the user needs to make available offline but the synchronisation fails on
this file.
 
Logon to the server as an admin,

Right click on the file go to properties, security, advanced, owership.

Take ownership of the file as the admin.

Once thats done reset the permissions on it
 
Thanks, but the problem is that I don't have a Security tab, no matter who I
log in as - Just General and PDF.

I've tried using cacls.exe to replace the ACL but I get Access Denied with
this tool also.

Any other suggestions?

Open My Computer>tools>folder options>view
in the drop down box untick "use simple file sharing"
this should give you the security tab

You DO NOT share FILE you can only SHARE Folders. You apply permissions to
files and folders. Hence this is permissions issue
 
Correct. However the 'Simple File Sharing' option will hide the scurity tab
in WinXP for a non-domain workstation.

The file is in a folder that has appropriate Share Permissions and NTFS
security. I can create, modify or delete any files or folders within this
share except for this one file. Therefore I believe the problem is one of
the following:
* Corrupt file
* Corrupt ACL
* File locked by a system process

I have seventy users connected to the server so a reboot isn't an option
that I would like to take just yet. Perhaps I'll try to do that tonight
along with a chkdsk /f
