access control list (internet explorer)

my son has an administrator account on my computer and whenever he tries to access the internet it keeps coming up with forbidde
you were denied access because
access denied by access control list
what is this he cant access his email account or anything
please help i am going round in circles trying to find out what this is
 
Have you checked the security level setting in internet options.??
