If you are looking create (another) web based "help" line then all you need
to do is create a web page and put some answers on it and ask people to send
you questions. There are "many" of these sites. Many of them have loads and
loads of unswered questions ?
But if you are looking to charge people to answer thier questions about
access db's then you'll will need to give people a "reason" for paying you
when they could get the answer for free elsewhere on the web. (Like this
site).
Might have been a misunderstanding of *online help*.
Have you tried googling *help authoring software*? (I'm assuming you're
trying to build a help system specifically related to an Access application
you develop).
