Access 2003 Runtime for Win98

Am I right in my understanding that there is no way to get the Access Runtime 2003 to work on a Windows 98 machine?
 
That's correct. The runtime is the same executable as the regular product,
and the requirements for Office 2003 are Win 2000 (SP3) or Win XP.

Correct. A2003 runtime requires Win 2000 SP3 or Windows XP.
