You cannot download it unless you have MSDN (and possibly not even then
since support for Office 2000 ended on 6/30/04) You'll need to find it on
eBay or somewhere that sells "old" software.
I can't remember if the licensing allows use on Terminal Server, but I
imagine it would , since each of the separate licenses would be legal.

Yup, there's even a special transform file to load A2000 runtime on a
Terminal Server system.
