accept all changes in a document

I have a document that another user has made proposed changes using Comments.
I am currently viewing all the comments, but when I click to accept all
changes to document it does not do anything. I know that I have previously
accomplished this, but am unsure as to what I'm missing/not doing that is
causing me to not be able to accept changes.
 
If the user has used Comments instead of Tracked Changes, you have to use
Delete All Comments in Document.

Unless you are expecting changes suggested in comments to be incorporated in
the document. There is no automatic process to do anything like that.
