Each users Start Menu is composed of shortcuts taken from two
locations:
C:\Documents and Settings\All Users\Start Menu
C:\Documents and Settings\USERNAME\Start Menu
To edit this list you would need to do the following:
Open the C:\Documents and Settings\All Users\Start Menu folder.
Open all the USERNAME\Start Menu folders,C:\Documents and
Settings\USERNAME\Start Menu
In the All Users\Start Menu folder, copy the shortcuts you only
want available for a user and paste them into the USERNAME\Start
Menu folder. Keep in mind that you can organize the contents of
the Programs folder however you want for each user.
Do this for each user account.
Once you've completed the procedure, delete the shortcuts from
the All Users\Start Menu folder that you don't want all accounts
to see.
When you install new programs, you're probably going to have to
go through this procedure again and place the shortcuts in the
appropriate user's Start Menu.
