Under the Settings there is Control Panel, below the Control Panel shortcut
has Network Connection, Printer and Faxes. I want to add 'Add or Remove
Programs' below the Control Panel shortcut just like the Network Connection.
How to change it?

Unfortunatly you cannot add items to the settings area of the "classic" start
menu (or even the XP style one, except for the applets that are listed in the
options for the start menu). However...

You can change that control panel shortcut into a control panel menu (adds a
to it and allows it to expand to show all control panel applets, which you
can select straight from the start menu... very handy I think).

To do this, just right-click the Start button and choose Properties. Then
click the Customize button next to the "Classic Start Menu" option. Under
the "Advanced Start Menu Options" there is a choice for Expand Control Panel.
Notice the other menus you can turn into cascading sub-menus there as well.

Hope that is helpful.
