Aborted Repair install results in black screen with mouse pointer

A customer aborted a repair install of XP Home, now all
subsequent repair installations end in a black screen
with the white mouse pointer on the screen. The keyboard
is useless. It seems that the setup wizard is failing to
start because of some leftover settings or something.

How can I restore windows without losing the user's data?
 
No ideas? Come on :) I've satisfied the customer but I'd
still like to know what's up with this problem.
