I have checked off all the boxes, yet sometimes OE will type the email
address for me and other times not at all, even someone who I email everyday.
Help!

Outlook Express cannot be installed on Vista.
If you mean Windows Mail, it only remembers the last 29 email addresses you
typed in (not from the Contacts). And it doesn't do it consistently.
The newer Windows Live Mail works much better, especially with this issue.

second WM will only auto insert one of the last 29 you have used.

Outlook Express won't run under Vista.

If you mean Windows Mail instead, it doesn't use the contacts list
when completing addresses. Instead, it uses a separate list of the
last 29 addresses you sent messages to. This list is very hard to
edit; it's easier just to send messages to the 29 addresses you want
on this list.

If you'd rather use the contacts list, start a new message but don't
type any part of the address. Instead, click on To:.

Windows Mail can only access POP and IMAP email accounts. It hasn't been
updated in over a year.
Windows Live Mail can access POP, IMAP & Hotmail email accounts.
Both are also newsreaders. Both are free.

Outlook is more of a PIM, as it does email, contact management, calendar,
notes, tasks, etc. But it doesn't access newsgroups. It is part of the
Office suite, so you have to buy it.
