A weird problem with Romanian characters.

Hello everyone.
Recently I have reinstalled from scratch my Windows XP SP 2 and did a
registry cleanup after finished installing and configuring software.
A weird problem occurred then. I am from Moldova and working as Internet
Administrator I design WebPages and graphics using Romanian language. Frankly
some of my essential applications like FrontPage and PhotoImpact are simply
refusing to include such Romanian characters as ţ ş â î ă etc. Its pretty
weird because other applications like Microsoft Office 2000 or even Notepad
are easily accepting these symbols. Those applications I mentioned are simply
replacing Romanian characters with western like t s a I a etc.
Any ideas what I could I mess in the registry or what could be done to fix
that?

Perhaps you will undo the "registry cleanup".

Some programs don't have the full functionality of extension
characters, you might need a language pack from MS.... Have you done
updates, ALL of them?

Under control panel, Reginal and language settings, it brings up a
window, you may have to change some things, or maybe not. Then click
on Languages, what does it say there?

I think person that wrote these lines is an idiot from Russia.
