Using the up/down keyboard arrows, i want to scroll the folders list in
Outlook.

Trouble is, when you're on a folder, then arrow up or down, you go to the
next folder, but it is then deactivated. You just see the emails in the
folder.

You must use your mouse to re activate [highlight] the folder.

i would like to just arrow, arrow, arrow, and scroll the list, similar to
the action when arrowing from directory to directory in Explorer.

Nothing stops you from doing that.

No you don't. Just press Tab a couple of times.

When I use the arrow key to move up or down in the folder list, the folder
that is displayed doesn't change until I press Enter to select the folder.
Then the folder contents get displayed. Pressing Tab moves focus to the
contents pane, where up/down arrows move between items, with each item
appearing in the Reading Pane. Another Tab moved the focus to the Reading
Pane, where I can use the arrow kets to scroll up and down within the
message. The next Tab takes focus back to the Folder List in the Navigation
Pane.
