A single click to run or open files & folders?

It seems to me I once saw a setting in Windows XP that allows you to click
only once on a file or folder to open or run it. If my memory is right,
where is this setting located?

My Computer or any Windows Explorer Window, Tools | Folder Options | General
Tab | Single-click to open an item
