a simple question regarding virtual directories

Dear all :)

i have a very simple and easy question, is any virtual directory web
shared enabled??
if yes, can we conclude that any web enabled folder is a virtual
directory and any virtual directory is web enabled folder??????????

Web sharing and virtual directories are the same.
