A Problem with Send As in Outlook 2000,XP,2003

Hi,
I've encountered a problem with Outlook in all of its versions (2000, XP,
2003).
It goes like this:
I'm working in an Exchange 2000 with 2000 server Active Directory enviornment.
When clients create a new message, add the "From:" field, and type in a user
whom they do not have permission to send on behalf of,
and then send the messege:
(when the delivery is configured to the mailbox): appears a message box
which states that the message could not be sent (due to a lack of
permissions), and once closing the message box, you return to the mail
editing screen.
(when the delivery is configured to the pst): the messege editing screen
closes, and after a few seconds a new mail is received from the "System
Administrator", which states that the message has not been sent, due to lack
of permissions.
However, the message itself is transsfered to the "Sent Items" folder, and
appears like it has been sent, even though it hasn't been.
This message can then be attached to other messages, and thus allowing users
to "fake" mail items.

Does anyone know how this behavior could be prevented?

That is not a problem with Outlook but just with mail in general. For
instance with POP3 you can use any address in the From field and send
succesfully.
