56k modem & WinXP

Hi!

The problem is that when I try to connect with a modem 56k (serial)
under Windows XP the connection speed is maximum 16k.
I've tried 4 different modems: 2 Trust, 1 US.Robotics and 1
Wytek,always with the same results.
I tried also with different providers,but it's the same...
I tried to remove the firewall but nothing.
If I try to connect with the same modem under Linux SuSe 8.0 it
connects at 56k.
Last but not least I installed the SP1 but without success.

I'd prefer not to format the disk:can anyone help me?
