550 Prohibited by administrator error

I am unable to send mail using MS Outlook but have no problem sending mail.
I can not reply either. Also can not read newsgroups of Peoplepc.com which
is my provider and say they only support Outlook Express. Any suggestions?

This is a contradiction. Either you can send mail or you can't. Which?

Since Outlook uses Outlook Express for its newsreader, you'll have to be
more explicit in describing "can not read". What happens when you try?
