3.5 floppy drive

I have a compaq deskpro w/pentium II & I am running xp. When I try to read a
3.5 floppy I get the following message window: please insert disk into drive a:.
At first I thought the drive might be bad; so I installed a drive from another machine that I knew worked & I got the same message. I also replaced the data cable & again got the same message. When I try using dos command prompt I get:
there is no disk in the drive. please insert disk into drive a:
does anyone have any ideas on how to resolve this issue?
 
1) Try checking your floppy (reading your floppy on another computer). Maybe
the floppy that you are trying to read is bad?

2) It could also be that your floppy disk controller on the motherboard is
not working properly. (This happends very seldom, though)

3) Check bios: such a strange behaviour could be due to disk drive B being
enabled in BIOS setup.

4) Try visiting compaq Web Site and checking their knowledge base, FAQ,
newsgroups etc
