can i use the copy of xp home i am now using on the next
computer i buy if i discontinue using xp on my present
computer and i format the hdd?
 
Yes, as long as you have a "retail version", and not an "OEM version",
of Windows XP.

How do I "deactivate", move to another computer, or sell a previously activated XP?

That depends whether the copy of XP you currently have is a Retail version
(came in a box) or if it's an OEM version (came in a shrinkwrap or was
already installed on your computer when you bought it).

If it's Retail, you'll be able to transfer the license to a new computer.
If it's OEM you won't. You really should read the EULA (End User License
Agreement.) Do "Start|Run" and enter "winver" as the Run command. There is
a hyperlink just above your name on the winver dialog. Click on it to
access your EULA.
