The passively cooled HD4670 looks a good budget card and silent too..Its also cheap as chips..

Comparing it against high end cards though is a bit of a joke, but anyone with an ounce of noddle can see past that..

That 4670 might not be fab at the latest games but would be great for slightly older games.
