2007 creating old format pst by default

I set up a new user on a system and set up Outlook (2007) for them. I
noticed in looking at properties of the Personal Folders it says it is
in the Outlook 97-2002 Personal Files format rather than the current
Personal Files format. I made an additional folder/file as a test and
it let me make it in the new format. Why would it default to the old?
How can I change that?

I could make a new folder in the new format and tell the user to use
that but to much chance of confusion. And apparently even if you make
another top level folder and want to use that you cannot delete the
first one it made?

What type of email account is it? If you made a fresh new profile and
outlook set it up with the old format pst, it did so because the account
doesn't support uncode pst format.

outlook set it up with the old format pst, it did so because the account
doesn't support uncode pst format.

What designates it as supporting unicode pst or not?
 
What kind of account did you add? The account type determines the format -
when its supported, outlook will always choose unicode - POP3 will be
Unicode for sure. If you are either using an old profile or an old pst, it
will use ansi pst.

It was the first time outlook was run under this logon and I just made
a quick test account. So it was POP3 and address was (e-mail address removed),
and servers were test.com each. I'll see if the problem shows up under
real use.

That got me to looking at some other users. We upgraded to 2007 and a
lot of the old PSTs are the old format. I gather the only way to
change is to add a new file, import, make that the default?
