2003 Inbox Not Updating

We have several users where the inbox does not update with new messages
unless they go to another folder then select the inbox again. This include
new message notification and new message preview.

The polling interval used by Outlook is set on the Exchange server (I'm not
sure where in the admin program) - has this perhaps been set to a large
enough value that users get impatient?
 
I will look around. When I check the user this morning before entering the
inbox I checked the last Sync and it was dated yesterday afternoon. I
selected the inbox and 14 new messages appeared. When i checked last Sync
again it was today. The status bar reads All folders up to date and
connected. It just seems that for the user to see new messages that they
have to exit the inbox and re-enter. None of the notifications are working.

And you say these are Outlook *2003* clients? There are certain network
configurations (usually firewalls blocking UDP packets) that can cause this
exact problem in versions prior to 2003, but we added code in 2003 to deal
with them.
