My 2000 to 2003 forest and domain upgrades have worked great. Now I want to
start using the new policy features. Is there any way to migrate the old
ones to the new versions, or do I have to recreate these?

On a second subject, I did not see any win2003 newsgroups. If they don't
exist, maybe they should?

You policies were automaticlay upgraded when you upgraded you forest to
2003. If you open GPO settings in WS2k3 you will se aditional features. Some
of the policies are understood only by certain clients.

Windows 2003 newsgroups are m.p.windows.server.....

Hmmm. It has changed on the root domain that has all DC's upgraded, but
not a child domain where I still have one more DC to upgrade. I thought it
was supposed to upgrade the GPOs. I'll get back after my child domain's
last DC is upgraded today.
